If you are buying on-line I suggest you check the details and deal with reputable vendors. Some manufacturers ship their equipment already plated with a protective finish, usually paint, powder coat or a textured lining similar to Rhino Lining.
The first equipment we bought was a set of rock guards. They were advertised and shown as pre-finished but upon receipt they were bare metal. There was no mention of the finish, or lack of finish in this case. I assumed from the price and lack of mention that they were already painted.
